Healthcare Spending Accounts & Medical Cannabis: A Quick Guide for Patients

If you have a Healthcare Spending Account (HSA/HCSA) through your workplace benefits or personal health plan, you may be able to claim reimbursement for your medical cannabis expenses.

Medical cannabis purchased with a valid medical authorization from a licensed producer is recognized by the Canada Revenue Agency (CRA) as an eligible medical expense for tax purposes. Many HSAs reimburse expenses that are considered CRA-eligible medical expenses, making medical cannabis worth submitting even if it is not covered under your regular drug plan.

How to Submit a Claim

1. Confirm you have a Healthcare Spending Account (HSA/HCSA)

2. Contact your insurance provider or plan administrator and ask whether medical cannabis expenses can be reimbursed through your HSA/HCSA

3. Gather your documents; collect:

  • Licensed producer (LP) receipts/invoices
  • Registration proof/confirmation with your LP (if available)
  • A copy of your medical authorization (prescription)

4. Submit your claim and include all supporting documentation with your submission.

Tips to Improve Your Chances of Approval

  • Include copies of all receipts and invoices.
  • Clearly indicate that the cannabis was purchased through the medical cannabis system from a licensed seller.
  • Keep organized records of all purchases and supporting documents.

If Your Claim Is Denied

Don't give up after the first decision.

  • Request the denial reason in writing.
  • Ask whether additional documentation can be provided.
  • Submit an appeal with any additional medical documentation.
  • Remind your insurer that medical cannabis is recognized by the CRA as an eligible medical expense when purchased with a valid medical authorization through the medical system.
  • If your benefits are employer-sponsored, consider discussing the appeal with your HR department or benefits administrator.
